Supported independent living now needs registration — what that means

Since 1 July 2026, providers delivering supported independent living (SIL) must be registered with the NDIS Commission under a new registration group, 0138. Providers who had not applied by 1 October 2026 must stop delivering SIL.

Who this affects

Anyone managing and delivering a package of home and living support for participants who need support all or most of the day — including sole traders.

The NDIS Commission defines SIL as a package of home and living support for people with higher support needs: the person needs support at all times or for most of the day, and the provider manages and delivers the supports so the person can live in their home as independently as possible.

It is not SIL if the person only receives a few hours of support a day or week, or if the person chooses and manages their own support workers (directing, planning and rostering them).

Registered SIL providers need certification audits, must meet the core module of the NDIS Practice Standards and a new supplementary SIL module, and meet all other conditions of registration. Delivering SIL without registration on or after 1 July 2026 may breach the NDIS Act; the Commission states the maximum penalty is 2 years' imprisonment, a fine of 120 penalty units, or both.

NDIS digital platforms (group 0137) are also caught — but only where the platform's main purpose is connecting participants with supports and payments for those supports go through the platform using NDIS funds.

What to do

  1. Check your services against the SIL definition above. If you deliver SIL and are not registered for 0138, follow the Commission's transition pathway for your situation now.
  2. If you stopped SIL, follow the Commission's notification and participant transition steps.
  3. Budget for a certification audit — SIL is on the certification pathway.
